I think he just made it because he could, plus in case of war it is useful to have some zombies that fight for you or go through dangerous situations. So far, he didn't explain why he made it. Even when they were talking about it, he ignored the critics so we will probably never know his own explanation.

I also think Tobirama would have used criminals facing the death penalty as sacrifices, or perhaps prisoners of war that he normally would have killed anyways.

I'm thinking the people he revived told him not to ever do that jutsu again (because he probly revived strong leaf ninjas that had passed away and they had high moral and ethical standards)
