i think danzou real plan was to take all of the eyes of every uchiha members to become the strongest so he could obtain the Hokage so he chose to have itachi murder his clan for his own personal gain not the village.
Now to the Point:
so if shisui uchiha was part of the anbu black ops then he should have had him trap Itachis father in a Genjutsu to convince him to protect the village and not overthrow it but for his own Will he wanted everyones eyes even one of shisuis eye im glad it never worked against sasuke

Good point did not think of that but if he was the leader and had the power and respect of the clan then he could have prevented the overthrow because it was his will for uchiha to be in power
