Tobirama is as much a senju as Hashirama.....still...everybody is after hashi's cells and not tobirama's cells......technically shouldn't they be the same coz both of them are from the same lineage?? how can hashirama's cells be steroids for anybody and tobirama not be able to even break through the jutsu he himself created..... :shrug:

even the fact they are brothers, it doesnt mean they are IDENTICAL in everyway.. Hashi maybe a "miracle" that happens once a lifetime or what so ever.. who knows :D
