I'm not sure of the policies of the First, Second, or Fourth Hokages but the Third and Fifth seem way too laid back. It's mostly their fault that they are letting their village get invaded so easily.

I'm not sure how Danzo became so powerful without actually being the Hokage but his method of doing things seems a lot better for protecting his village than the others. It may be a bit extreme but I say its better to be militaristic than completely not. Raikage was smart by not demilitarizing his village like the rest of them did. Kumogakure also happens to be the only village without any rogue nin in Akatsuki. That's probably because they are assassinated before they get even 2 miles from the village borders.

If I were Hokage, I would:

1) Have constant patrols and security monotoring within the village and have much tighter security at the village borders.

2) Have an intricate spy network throughout the whole of the ninja world.

3) Have a much higher standard for passing and a much higher training protocol in the Konoha Academy. Graduating ninja would need to be like soldiers trained for killing and graduating age would be higher than it is currently.

So Sarutobi, while a brilliant ninja, was a grand fool. And all Tsunade has is her breasts and her medical ninjutsu. I think if Minato were still alive, Konoha would be much better off. I mean him sealing a monster into his own son to protect the village in the future is pretty badass. He was thinking much more clearly than the Third (who didn't want to kill Orochimaru, a major threat to his village) and the Fifth (who is just retarded) ever were.

well my opinion is that the 3rd may be the smartest since he did not creat a facism country like danzo wants. Danzo has a good goal, but only derty means to reach the goal. where he fails is that he is too kind ,but not to naive. better a kind old man than a paranoid old man I say...

I would have to say that Tsunade had much on her mind, the growing up of naruto (Fox). The treath of Akasuki, Gaara, Sauske, she had much, but yea maybe she was to laid back. I think they think that Konoha was untouchble maybe.

People like Danzo is the reason why Pain (Nagato) becomes who he is now. Actually, if you look back to Naruto's world history...............It's actually people like Danzo who sparked the wave of war. Agreed, Third and Fifth Hokage caused ruin on the entire konoha village, but with Danzo.................it WILL be a lot worse................not could be. This is the chain Reaction :

Wow, nice. You thought about this... I didn't think that far lol.

But, doesn't Konohagakure mean "Village Hidden in the Leaves"? I don't think the other villages are learning about all of these changes that easily. It wouldn't be a sudden shift but more of a gradual change over time.

Plus, it's a ninja village. Ninja villages were created to raise ninja to take on missions from paying clients and serve the country in which they are situated (Konoha serves the Fire Country). Thus, there should never have been a reason for Konoha to not observe stricter policies and raise stronger ninja. Konoha is a symbol of strength for the Fire Country. Why would they ever not be adhering to stricter protocol?

In a Ninja World like the Naruto Universe, there will always be war. Times of peace are the times when you refine the tactics and policies that didn't help during wartime so that for the next struggle, you are that much stronger. If in times of peace you just sit back and relax, you're gonna get weak and sloppy (like Gohan did between the Cell saga and the Buu saga).

Don't forget about Tsunade super strength, although it does seem she is pretty laid back maybe to laid back. Danzo on the other hand is way to strict there needs to be a happy medium, just like you said minato is the man.
