I guess you mean by that Kushina, Naruto's mother. Yes they look a lot like each other, but I doubt they are the same.
It seems to me that the Mizukage is around the same age as Kakashi and Kurenai, also Kakashi was trained by Minato Namikaze and his age should be more or less the same as Kushina.
Naruto is 16 years old now, so if she's around the same age as Kakashi, she gave quick birth to Naruto O_o. Also how could she become the Mizukage? She's from the former Whirlpool country, though we have not much info about her, it doesn't seem likely that she would become Mizukage.
Though anything is possible.

They don't look anything alike. Kushina's personality is humble yet bubbly which doesn't gel with the Mizukage's boy-eater and somewhat psychotic persona. I just don't see any feasible way for Kushina to be alive at this point. Jiraiya following Orochimaru for so long w/o visiting his godson is one thing, but Kushina staying away w/o a hint just doesn't make any sense.

So what happened to her/ Where did she go? Did the elders tell her naruto was dead in order to keep him hidden. Did she die at during child birth?
i think the reason we weren't told is because she is still alive somewhere in the Narutoverse and will make an apperance before the story ends.

Even i think that naruto's Mom will come out somewhere in the end (As there been no clue from what i believe to what happened after she Gave birth to naruto.) I have some serious doubts of the Mizukage being his mother though because of the Age difference. Bu that too can't be sure because if say even this Mizukage is Like Tsunade so as to not be showing her real and true face and body, den there might be a possibility....
