It would make sense for it to take less, for amaterasu is a physical manifestation of an all consuming hell fire. While tsukoyomi is one of the ultimate genjustus, it still takes place in the mental realm.

well last time I used Amaterasu I was really pooped and it really took one out of me, and then last week when I Tsukyomi'd the neighbors daughter... oh it was all bad

Yes and no because its an uchiha jutsu it doesn't drain as much chakra but you still need some good size chakra but the real effect from using the eye jutsu is losing sight in the eye so the chakra effect is less of a concern.

It's never been explicitly stated so all we have to go on is the negative effects we saw after they were used. I'd say it varies. Tsukyomi is more likely to have a certain amount of chakra needed, whereas with amaterasu the amount of chakra probably can be adjusted, in turn weakening/strengthening the jutsu.
