Naruto is above kage level, in power, but he's not kage material yet.

Kakashi is mid-high kage level in power, he's a great kage material, he would be one of the bests, but he'll die in the war.

So i'm going with chuk norris

We need the first uchia hokage or have naruto and sasuke be co hokages. EX one takes c-s rank missions other does paper work.
