in some flashback, maybe around kakshi gaiden whatever part of the manga.. i do rememeber Jiraiya said once or twice rasengan was a trick invented by the 4th, I think when he tried (j man) showing off in front of Naruto when they were looking for accomodation in gambling city....when they were looking for tsunade, for her to become hokage
