He won't kill sasuke. Kishi has a way of reminding us that naruto is still human after all. If you've payed attention, he's made it clear that naruto's feelings are his weakness. He has a problem of letting his bonds go, and an inability to let people pave their own paths independent of his. That's something that every hero has, an epic weakness but in shonen it doesn't lead to their downfall. Naruto won't kill sasuke on purpose but make it clear that if sasuke ever returns he will protect the village. Sasuke will move on with his life, but won't be able to ever forgive konoha. Naruto vs Sasuke will happen and naruto will convice sasuke to give up his path of revenge, he will succeed in reaching sasuke but not the way that we think.

Free power? He's an uchiha. Thier power is connected to their emotions, so training is irreverent & overrated. It was most clear that they get stronger based on how strong their emotions are. Sasuke will continue to upgrade as long as his emotions are strong. If sasuke turns good and embraces the will of fire, then he will use that feeling to become stronger. If not, then he uses his feelings of hatred to grow. It just depends on their state of mind.

I wouldn't put it past Kishi to give Sasuke another power up, maybe his own PS or maybe weakening Naruto, you never truely know.
