Fastest thinking? Probably have to go with either Minato (Mangekyo Muslim brings up a good point) or Kakashi (in my opinion, he has shown quick and efficient thinking through most of the manga). I consider Shikaku or Shikamaru as the best, but not the quickest (usually they have been shown to need some time to develop a plan, though still pretty quick).
