Personally imho, Tobirama is now one of the most badass shinobi in combat. His ftg variant allowed him to easily land a death blow on izuna. He's part sensor, and was world renowned for his water mastery. And he invented edo tensei, he's very well rounded when compared to other shinobi.

I agree tobirama is a boss he's not afraid to take charge and make the hard decisions if need be, and to answer your question hashi has an intense chakra which even scared oro and suigest and that's hard to do I'd be pretty scared too if it was me!
