to be honest Tobirama is very badass in his character and personality, and everybody fears him even if he raises just a finger it proved that both Suigetsu and Orochimaru was very scared and it looked like Suigetsu shit his pants honestly LOL......

though I dont believe he is the most badass character, i mean it all depends on what you look at, power, personality or other things, i believe Hashirama is badass in the way that everybody knows his level of power and they are afraid of facing him in battle, yet he does not show off or fight just because they are his enemies, he actually tries to solve the problem and he gladly talks instead of fight.

Besides this Jiraiya is also very badass both in fighting and personality though not going into detail.

Bosses don't get punked out by their brother. If he would just went against his brothers word and kill madara while he was in that weakened state, then their whole world would've been a lot safer.

He respected his older brother's descision, besides they couldn't of kept that up, they were bringing what was left of the Shrine down to the ground. In the second one, Orochimaru had Hashirama's cells.

I love both Hashirama and Tobirama, but let's face it, Hashirama wasn't strong enough emotionally to end Madara, whilst Tobirama was.
