GT was not done by Toriyama so it's looked down on by hardcore fans (such as I, obviously lol) so the scales from that series is irrelevant however, and the movies are also not canon. Anymore than Naruto episodes/movies are canon

Goku was always called the strongest in the universe but did Gohan ever inherit that title from him? If not Gohan, did anyone ever surpass Goku as the strongest good guy?

After the Majin Buu saga, Gohan's power level decreased dramatically due to him becoming a scholar like Chi Chi wanted.

Some of the episodes I saw were crappy. I couldn't stand Pan's character. It ruined a lot of character's image

Gohan surpassed Goku twice. When he achieved SSJ2 in the Cell Saga and when he achieved Mystic in the Buu Saga. Overall Goku SSJ3 is the strongest in the Anime and Mystic Gohan is the strongest in the Manga.

Over all in my opinion Gohan did surpass his father excluding GT. Threw out the dbz story line it was hinted Gohan had power that was stronger then Goku's.

example:

When Gohan witness his father was in danger when Raditz was torching him,Gohan power sky rocket pass Goku's, Piccolo, and Raditz. Gohan skull bash nearly took Raditz in one shot and this was just in the beginning of the story.

I say Gohan did not really surpass his father until of the cell saga. Really, the cell saga was basically showing Gohans growth and as well showing Gohan going beyond a level Goku could not reach ss2, even Goku said it himself when he witness Gohan power up in the hyperbolic time chamber. This saga also showed the next gen surpasses the previous gen meaning Gohan taking over his father role. In the buu saga when Gohan obtain his ultimate form, Gohans ultimate form is even stronger then a ss3 power, also at that point Gohan was consider the strongest non fuse character. So over all yes I say Gohan did surpass his father.
