-Beat Madara when he was in his prime (Madara's).
-At one time controlled all of the bijuu
-Made the 1st allaince with a Daiymo.
-Founded the Leaf village.
-Was Leader of the most powerful ninja clan.
-And was a descendant of the Sage of the Six Paths.
-Beat Kakuzu

Now lets look at Nagato.

-Had the Rinnegan
-Killed Jiraya
-Took Control of Village hidden in the rain.
-Was seen as the Leader of Akatski.
-Descendant of the Sage of the Six Paths.
-Captured some of the Bijuu.

In comparison Nagato seems to be the loser if you compare feats
