no he's probably talking about the fact that the flesh inner core that you see on Madara/tobi's arm looks like the flesh left over from Zetsu.
Interestingly, if Zetsu does let Tobi/madara use part of his white body to manifest somehow, it might explain the segregation between black and white zetsu's personality. The shadow/black side being the part that's partially tied to Tobi/Madara.
