I think he has noticed it. Just because doesn't walk around and talk about the fact that he has the Juubi body doesn't mean that he doesn't know it.

Tobi didn't say he will rocket himself to the moon to revive the Juubi. I think he didn't mentioned anything about the place where the Juubi's body is.

well to help the guy out im sorry Nemesis, but there's one thing that makes it possible even if the juubi is on the moon, and thats summoning which is exactly how the statue appeared

Well... The best lies have bits of truth in them. That's probably why Sasuke didn't see through the obvious lies following his fight with Itachi.

It's Likely that his Moon's Eye Plan is a lie. Seriously, I don't think we've seen a single whole truth out of Tobi/Madara, there's no reason to believe that his Moon's Eye plan was laid out in ernst.
