The problem is that in the anime there was already a guy who had a wind-devil fruit, though that was a filler arc.

It could be a paramecia as those often lead to more unorthodox ways to use your ability. For instance Luffy and his gear 2/3.

Good chapter. Love anything with Dragon involved. I wonder how much interaction Dragon will have with Luffy. I hope that Dragon recruits Sabo and this flashback is more of a introduction since it'd be a bit obvious if Sabo dies and asks Ace to carry his dream etc.
