    Here's the truth, though some
people will find it hard to
    face: Naruto is the main
    character. That means that
    what's important to the manga
    is what's important to him.

    Suiton release:Flowing water

I just entered Jutsu tag above, basically it is used similar to spoiler tag, but created for RP purpose(probably), so that one can write Jutsu name and description more properly.

Re: what the meaning jutsu tag

It's a BBcode specifically for the RolePlay system. It allows members to post the jutsu template in a similar way to the spoiler tag, but the title is shown at the top.
    Rank: C
    Type: Supplementary
    Range: Short - Long
    Chakra cost: 15
    Damage points: N/A
Description: This is a very advanced of advancing the ability to feel chakra. The technique allows the user to concentrate and detect someones chakra. Using these technique sensors can tell when the enemy is approaching and can easily track down targets. (Techniques activation lasts 5 turns)
Note: Can only be used by bio with sensory ability

As you can see, when you open the tag it shoes the "Jutsu Description", Rank, Range, etc. It isn't used very often though, the regular spoiler tag seems to be used more frequently.

    Edit: Basically, what Sachchidanand said.
