Because Kishi said so.... and i mean the title, and the bits written in(like in the first link the bottom cell has Madara vs. Danzo...)
Voted Madara by the way, and while i acknowledge he could be just saying that so as to twist things later, i have to believe it if i want to be able to believe all the other stuff he has written like that, for example, all that stuff about Naruto's parents....

Madara Uchiha, there's really no one else tobi is. Plus tobi is forgotten, it's all serious now. As soon as Sasuke defeated Itachi, Tobi's personally disappeared and the real Madara showed up!

With all the info/hints/knowledge that kishimoto gives us, it isn't hard to say who's behind the mask.

I think he's Madara, though seriously injured due to the fight against the First and maybe Minato (we'll see in 502...)

kishi is not that fool. I guess he is going to give story a U-turn about Tobi. Check theory of tobi being zetsu clone, it is first or 2nd post.
