The chosen one will carry the burden of protecting what ex-generation carried before. It passed from older generation to Roger to Ace to those who carry the same Roger and Ace's will. It's been like that for hundreds of years.
Those of the fallen country will fight the World Government and the world in grand battle. One Piece is an ancient weapon and carries all history of the fallen country. The name of that fallen country starts with D.

The will of D is a big mistery(Luffy would wonder about it and say "Oww,so it is a Mystery D?" xD LOL)...and every kickass character in OP has the initial "D" in his name...

Its just like Rayleigh said they know evrything of the void century but robin might come to some other conclusion......So it depends upon the Decipher in which way he/she goes with the Poneglyphs....
The will of D is something of the history that will reveal World Governments crimes of the past that have to be hidden from evryone else they would not have made the deciphering of poneglyphs a serious crime....It is something greater than the Ancient Weapon...It is said the the inheritors of the Will of D made great achievements in their lives and everyone of them smiled when they Die.....Its one of the greatest mysteries in One Piece series....
