What Madara meant by saying "become whole"
Here it goes:
I think that by saying "I will become whole" he meant that he'll have the full power of the SOT6P
1st step is gaining the sharingan(he's an Uchiha so its only natural for him to have one).
2nd step is to get his hands on the the body (he gainded it after fighting Harashima Senju somehow)NarutoBase.net - Naruto Manga Chapter 510 - Page 12
3rd step is to implant the rinnengan or fuse the rinnengan with the sharingan,I think that his eyes look like his current mask so its not quite the juubi's eyes yet(its an incomplete form of the juubi's eyes)NarutoBase.net - Naruto Manga Chapter 511 - Page 17
4th step is to get his hands on all the tailed beasts and fuse them so he can seal all of there chackra within his body in order to have everything the sage had(i think that will also make his new set of eyes complete)

(its says here that Madara takes one step closer to becoming complete so all thats left is to seal the beasts chakra within him)
Summary:
Sharingan+body(the power of the SOT6P body)+Uncomplete juubi's eyes+the chackra of all the tailed beasts=becoming whole

I like it, wouldn't it be a weird twist that Madara is actually the SO6P corrupted by the Jubbi and the Jubbi uses him to free himself, but nice theory though

the Complete rinnenegan has the concentric circles in a ripple pattern. with the sharingan tamoe, and the byakugan yin yang symbol in the middle.
So the only thing about your post I disagree with, is that he also needs a byakugan, maybe not just any, but neji's.
but that's my own theory, otherwise agree with the OP 100%

Great theory. Only I'm not so sure if he has already transplanted the rinnegan.I mean shouldnt he rest a bit like Sasuke did. I don't think that he will be able to see or use proparly the eye in the begining right after the surgery.
But his plan will go really mesed up when Naruto crush him :D

I also think that the byakugan comes from the SOT6P,but I cant see anything releated to the byakugan here.

We dont know if sasuke is resting or not(maybe he's training)we only saw sasuke with the bandages right after the transplant and who knows....he might've removed it after like 5 mins.
Aside from all of that,Madara got fatal injuries from his fight with Konan...and yet he shows up after only a small period of time fully recovered and with a new mask(I think that even if Sasuke needs to rest Madara doesnt).

We dont know if the paths that Madara talked about are these powers because he reffered to Nagato as the 3rd path(he didint say the rinnengan) so those 2 might be completly differant things

My theory is that the Rikudō Sennin was divided into parts just like the Jūbi, and he's trying to piece himself back together. Maybe that's who Tobi really is?

Whole means he wants the power of the rikudou sennin. He gains the power of the senju, after that he gains the rinnegan and then the jubi. The jubi would make him complete. He started off with a quarter of the power.

Well the sage brought peace and harmony.. which is why he chose the younger son to be his successor.. so... idk man.. dont think tobi is S6P

yes that is correct but kishi does say these things for a reason he wants us to think about it to create a mistery. what he does not want is to confuse us there are 6 parts to become whole: we know 4 of them what we want is to find them before kishi tells us them.

Okay, this theory made me think of something. You know how with the 6 paths of pain, Nagato was the 7th path, the outer path? Well, I think that the SO6P was the original 7th path, the one who could control life or death (remember that this power granted Nagato the power to seal the tails with Gedo Mazo and the SO6P sealed the tails originally.) So I think that Madara wants to become the 7th pain. It would be perfect, I mean, he would be unstoppable. Being able to control life an death would make him invincible, and using the 7th paths' power with the power of the juubi, he would be the stronger person, even stronger than the SO6P. Maybe that is why he needs the rinnegan and the juubi.
