you guys are saying 2nd hokage just becuase he is hokage but what water jutsu's have you seen the 2nd hokage do that kisame couldnt. ill tell you. when the third hokage shot a fire blast the 2nd hokage blocked it with a water wall.then his next technique he flooded the areana. on the other hand what have you seen kisame do. against killer bee he had a gaint water prison stealing his charka. and he gave a water shark missle against guy but if it were anyone esle they wouldnt have survived. and countless other jutsu youve seen. you havent seen any 2nd hokage water techniques then the ones he used when orochimaru summoned him.

well him being a hokage does play in how skilled he is.. thats like saying your only picking kismae cuz hes from the Mist Village which or Water Country or hes a Mist Swordsmen or cuz he has shark tendencies!!

and we havent seen enough of 2nd Hokage's techniques but being that hes hokage, from Senju clan which was one of the very top clans at the time, 1st Hokage's lil bro which means hes on 2nd best ninja to the 1st (haha get it?) and he specialized in water style. so its best to assume he was the best water user.

but if the question was from what we've seen and witnessed out of all the characters in Naruto the best water user is def Kisame.

The title "Hokage" is not a title that you just give to any random people, You must be voted as the Most skilled ninja or Atleast you have proven your skills to your village. I Have no doubt that kisame is a skilled water element user, But do you have proof that kisame is much skilled and stronger ninja than the Second Hokage? You said it yourself, We hadn't seen the second fight that much. So you have no proof that kisame is much stronger than the late second hokage.

2nd Hokage could make water from nowhere and was the brother of the 1st Hokage.
Kisame can make also water from nowhere, but he can absorb huge amount of chakra and got a great sword... The second hokage mades the technique that kabuto is using now.

I think Kisame wins because of his sick chakra-level and absorbing power what makes his suiton attacks stronger.

BTW his best attack.. It suck out other ninjustu and become even bigger to **** you even more.

I would vote 2nd Hokage. He said is to draw out water where there is no water. Kisame never did even in his last fight with maito guy he had to flee to the edge of the... where the water is for him to use his water element jutsu.

I also say the 2nd hokage, we go on the info others have given, saying he could do enormus justu`s with just one hand seal. It been stated that he was the stongest water manipulator that has ever existed.

Kisame was strong, but the thing that made him as stong as he was was his ability to drain chakra, that was the thing that made him a monstor.

I belive Kisame is even greater than the second Hokage only reason why is because of the time scale, and Kisame has the same amount of chakra as a bijuu

I can see your point, but i still stay strong to kisame, he had his own water style jutsu's aswell, his chakra plus that and he no one really defeated him he took his own life where as the second could perform the seals in less for the attack, but still if they had a fight i think kisame would of come out the victor, also he went up against bee who is a lightening element user
