The expansion jutsu part was just a joke. It's just that Kishimoto drew him gigantic at the end of this chapter.

Actually Jiraiya really is tall but that probably was a drawing error.

but Jiraiya is actually a giant compared to most of the people in Naruto. Kishi can't always get the drawings perfect.

Actually, it's not that big of a mistake because Jiraya(1,91) really is HUGE compared to those midgets (165-180). He just looks to much buffed up but dunno maybe he workouts a lot :D
If I am correct than Jiraya is the third tallest person in narutoverse next to Ibiki (1,93 or 1,94) and Juugo (2,02). Tho Jiraya looks taller than Ibiki in than chapter :P

Ya its just a drawing error where he is out of proportion. Its kind of similar to Buta in the fight with Pein where he seemed way smaller than he really is:

In the anime, his suddenly small size is very evident as well. Seems in both cases he drew them to a smaller or larger foreground then they ended up a part of.
