The fastest ninja alive is Naruto using "Nine Tails Chakra Mode"!
Because its no jutsu, just chakra he pulled out of the kyuubi an made his its own.

As far as the story is told, naruto is definitely the fastest shinobi alive.

pain if he was alive outran the kyuubi,blocked all narutos taijutsu in fist fight was faster than naruto and skipped and jumped ahead of him... moved so fast and surprised the frogs and pushed them. fought kakashi and his 'speed'was no good for him stil got killed.
but then again naruto killed one pain in one move that was fast and at beginning of shipuuden sasuke jus appeared in front of naruto and stabbed him thats fast. really hard to tell.. naruto rescued sakura from sasuke meanin he is faster than both kakashi ans sasuke.. kakashi was running to rescue her but naruto got there faster...
that reminds me the boss toad got killed when pulled by pain and naruto ran but was too slow... this is hard... one thing is for sure sasuke slower than raikage.

Lee's normal speed ( without weights) will dodge ameterasu!

Well thinking that powerful ninjas like Madara, Zabuza and Kakuzu have praised him for his speed so yea I think he could be considered among the fastest ninjas. Dunno about Neji though.

Also Kakashi could match with Itachi's speed when they fought the second time before rescuing Gaara.
