For some reason it looks like the Rinnegan but in the anime, the coloring shows that part just being green. SO it might just be some paint or something but it looks like the Rinnegan

No it simply meant that he was able to use three different chakra natures.

There is no point in guessing what he was capable of since he is dead and not revive-able. Only way we can get any info on him now is through the stories of other Shinobi..

Okay I will correct Professor Sarutobi as this is actually triplefail
As an add to the two fails:
Third, although someone could use three elements it doesn't mean he has Blood Expansion. For example Kakashi: fire,earth,water,lighting. Obvious he hasn't got Kekkei Tota.
It's just something only Onoki and Mu can/could use. So far as we know it.
