Summons can't have KG as they aren't clan members or daughters/sons of KG ninjas but rather animals... Its quite simple really.

So no, Summons can't have KG. They can, however, have abilities that are logically associated with their species (like slime, oil, feathers, fur, claw, etc manipulation or related techniques) as well as basic skills such as Fuuin, basic 5 elements, genjutsu, ninjutsu, taijutsu, etc.

The lighting in the sky is Natural Lightning and not lightning that you created through the use of chakra manipulation so yes anyone can direct the Natural Lightning that's gathering in the storm clouds overhead as long as someone has the Kirin jutsu and the sky is prepared they can use Kirin.

Steel release is only one single technique which itsself is pretty useless since there's an earth jutsu which is exactly the same in what it does, I highly doubt you have to be taught it o-o

There's only one technique but it's still best to try and get as much training as you can.

Noooooo lol. That's a big no-no. Space/time (which is what I presume you are talking about?) is banned from custom use, unless you are Minato and even then, only certain s/t customs are approveable with him.

You should have learned the first during elemental training with your sensei/sempai.

That depends. If it's their first offensive move their post (including throwing kunais, flashbangs, punching you, etc) than no, as that would be breaking time-frame. If they have done another jutsu first or performed an offensive act, than yes, but if it's the first jutsu they used, it's better to let the first jutsu get out before countering, to limit chance of a timeframe breach.
