You should have learned the first during elemental training with your sensei/sempai.

That depends. If it's their first offensive move their post (including throwing kunais, flashbangs, punching you, etc) than no, as that would be breaking time-frame. If they have done another jutsu first or performed an offensive act, than yes, but if it's the first jutsu they used, it's better to let the first jutsu get out before countering, to limit chance of a timeframe breach.

Yes, if they're first jutsu is already performed and you are countering before the second jutsu is finished.

how do you think you can submit a forbidden rank cw? a weapon that will damage you every single turn? Who would want that? If you opponent somehow manages to survive he doesn't even need to attack you and you'll kill yourself eventually.

But never said "no".

I doubt it, 85% of Cannon earth techniques can't be used without contact with the earth/ground, as far as i know.

I've discussed it with Scorps a while ago and yes it can be used while the person is mid air without making contact to the ground or an earth source for that matter.

Was used in mid air during the anime so I'm guessing that's why it's able to be used that way in the rp.

Restrictions:
- In order to possess a Kurama Clan bio one must be a member for 2 months and be at least S rank.
- All Kurama Clan biographies must originate from Konoha
- A member Must have Mastered Genjutsu
- A member cannot possess Sage mode or Eight Gates on the same biography

I'm not sure, but these restrictions suggest they do.
1st one because, if it was cannon only, then there'd be no need to tell us they orginate from Konoha, right? o_O
2nd one because, the shown Kurama members didn't have Sage mode nor EIG, so this further suggests we are allowed custom Kurama bios, just not with Sage mode or EIG on the same bio. lol

I know that the official rain rules say that you need to originate from Amegakure to have rain, but I have seen so many bio's with rain that do not originate from Ame. I've been told that your character must have been in Ame at one point in his life.

No, you can only use akimichi related techniques in giant form i believe.
