Do you have to train every single jutsu in order to use them or can you just receive specific training for an element from a master and be able to use all of them at the level you were trained for?.

For instance, say I receive Raiton training D-A, will I have to train for every single jutsu or after general training, will I be able to use them all?

You can only use jutsu you've been taught. So you have to learn every single jutsu you want.

I would assume yes because wind is neutral to earth in our RP system while lightning is strong against earth. It could vary depending on the situation.

Yes,it is strong against earth depending on the earth jutsu it is used against.If it is against jutsu's like swamp of the underworld,then no.

I think lightning will actually over power A-rank Earth, and wind just adds to cutting power of lightning. It depends how the combo was formed, because there are chances of lightning & wind getting canceled.

I thought he was referring to the Thunder Dragon tornado A-rank jutsu.
If its not,lightning-wind combos are hard to achieve.

Description: Temari will manipulate her wind chakra and create a armor of cutting wind to spin around her body. The armor itself has the capability to deflect incoming projectiles and weapons aswell as being capable of fending off taijutsu based attacks and causing damage to enemies who come into direct contact with the wind.
Note: Technique lasts for 3 turns

I've seen multiple people saying different things about it regarding whether or not only Temari bios can use it, so my question is if it can be used by non-Temari biographies or not considering the description says Temari but the notes don't show any restriction.

States temari's name specifically in the move, So i would have to say only temari can use the technique.

Hmm, well even though ReXii does have a point, there are several techniques that also say temari but are able to be used by anyone, and if it where only for temari, then it would have a note stating only temari biographies may use it, just like the raikage's techniques, hozuki clan techniques and so on, so i say we can use it, since it only revolves on the useage of wind release, not an specific ability/KG.

All other techniques usually say something along the lines of *The user doesn't require a giant fan instead they peform 7 handseals*
This one doesn't have anything like that so i am assuming its Temari specific, Which makes sense as canon bio's all need there little perks to make them worth creating over a custom bio.

Also the social groups tend to only work if your either peaceful, Or you have incredibly strong members, Taka worked to some extent once scarface and goro joined me howard and yard.

Nagashi would negate the chakra if you channel it into the earth, so yes it would.

Nagashi sends unfocused chakra around your body. You wouldn't be able to focus it into to the earth. However, you are still correct about him being able to use it to negate Antlion. I just did not want either you to have any misconceptions.
