are the other Kages, during the third shinobi world war, also follow the FLEE-ON-SIGHT order if ever they see Minato?..
(well, i don't know if they, the Kages, even fought in the war, but we saw the Nidaime fought during the Second shinobi world war and he even died then and there..)

and plus they wouldnt its their job to protect their people so if minato did ever face them they would have to take on the yellow flash and his god speed
