ther is no doubt that he will surpass the fourth. i think he'll even master the teleportation jutsu(after he finds out that the fourth was his father) and blen it with his kage bushin. imagine 1,000 kage bushin able to teleport to different places all at the same time

.

that imho would be fkn' epic.

hiraishin+kage bunshin=better than 4th.

so lets see
-better rasengan than 4th
-better hiraishin thanks to shadow clones
-better summoning thanks to sage mode

He will surpass the 4th he only has to one step left, because of the 9tails he is more powerful he just needs experience to help guide his power with new jutsu. I think he will learn his fathers jutsu, because i think its a sage tech that he will learn from the toad. Or naruto will find his fathers clothing an see a jutsu list with a letter to naruto explaining his fathers plan and naruto's purpose will be discovered.

I think it would be great if naruto learned his fathers jutsu and then tel ported his clones to different part o the globe to learn form the other kages . He also needs to read the forbidden jutsu book that is now the kages.

The problem with his "surpassing" the 4th is that we don't know just how strong the 4th was. We've heard that he was so powerful that other villages had ordered their ninjas to retreat on sight of him and that he stood against the kyuubi and defeated it but died. That's all we can base our measurements on. So in order to surpass his father, Naruto needs to have a "retreat on sight" order on him and to defeat the Kyuubi and NOT DIE... that seems plausible.
