I think its the same type of jutsu he used on his brother, he just was running low on energy so he used the environment to perform the tech

zetsu pointed out that sasukes attack is designed to use the environment and not chakra-because he can then make an electrical surge much stronger than chakra can make, which quite honestly, must have been orochimarus idea, and only sharingan can do that due to its speed (hence why chidori was useless for kakashi pre sharingan transplant)
oro stopped him because it was a trump card move, and pretty pointless to use, especially if sasuke/oro made this move specifically as a trump card for itachi considering itachi is shit fast and can usually dodge or deflect pretty much anything
As zetsu says, lightning travels speed of light, cant be dodged, however lightning attacks are still based on human speed as they need to be thrust into the enemy.
Orochimaru obviously knows akatsuki and there skills well, maybe he feared itachi would find out sasukes trump card somehow if he showed it off too much.
