I'm interested in Gaara's dad abilities more than in those of Muu, I'm sure Gaara's dad hasa special ability, afterall from all Kages we've seen until now, no one resulted to be weak, every single of them had a special ability and hence neither Gaara's dad is.

Hiruzen had no special ability, yet he was a genius referred to as the "god of shinobi" by some in his prime. Jutsu are tools, it's all about mastering them and what you got.

You are correct in general that it seems many of the Kage tend to have either a unique jutsu like Minato's FTG or some bloodline ability like Mei or Onooki.
