Mei wins
Paper doesn't sit well with lava.
The only way Konan may pull out a win is if she has time for preparation and by that I mean rigging the area they fight it with 1 billion paper bombs. But since it's not stated she has prep time Mei wins. Even though I'm pretty sure Konan wouldn't activate those paper bombs killing herself in a fight that means nothing. Plus, Mei would just spit lava at her before she tries anything.
So Mei wins with and without prep time :shrug:

I hate the damn 10 minute explosion excuse used for Konan by most people. She does not just pull that technique out of her ass that was made specifically for Madara and it had to be set up, she couldn't just automatically make 6 billion paper clones appear out of the blue. I give this battle to Mei.

Another thing I forgot to mention. I just read the fight with Madara and Konan over. Madara could've killed her without injury (unless I read it wrong) if he didn't need to save her to find out where Nagato was.
One more thing I've noticed, I'm kind of freaked out by the pain thresholds some characters have in this series. What, we've seen Madara take off his arm three times (against Minato, against Torune, and against Konan although he didn't take it of he got it blown off) and A cut his off like he had a spare in the trunk. Wtf, next Naruto's going to loose his legs and he'll be like "It's just a flesh wound"

Konan isnt gonna just sit there and let the lava hit her she isnt that weak konan can set traps while in the battle and im sure she has fought many strong opponents sided with the old Akatsuki just because someone spits lava doesnt mean they will win. konan isnt weak there is a reason she is the right hand of pein and besides she knows other justsu Jiraiya taught them well. She's smart she wouldnt just go into battle and die another thing Konan was able to hurt and rip off one of Madara's arm and Mei was right there when Madara declared war she didnt do anything but stand there like the other Kage's WTH i wouldnt have stood there and she also didnt kill sasuke.
