Depends on the situation. Everyone specializes in different areas. I specialize in short ranges because I'm a hyuuga but I wouldn't be able to use my abilities onto long range like an ice user or a lava user. I can't really see anyone as being the best overall, only being the best in their own field.

i have a suggestion in order to find out who is most skillful in all areas they should create a bio for each of the KG's then fight all the users of that KG (excluding KG's who are overloaded) in such case must face the consensus of best in that overflowed KG
