ok Well the lets finish the last step ok :its the same as step 1 but, with no water.. try to put your chakra into the ball.. spin it in circular motion then, try not to pop the balloon...

key to this step is chakra control

It cut ok now Suiton: Daibakufu no Jutsu (Water Release: Great Waterfall Technique) summon a water fall now cut the running water with your new Wind element... use your hands... just keep on cutting it...

this will mold your wind element in your body, making it a permanent element ...

ok now For the final step...

perform the Rasengan again.. and this time when the Rasengan is complete, put the wind element in.. combine them...

that way, it will look like this..
