Now, now, that's the most important panel regarding this matter, since the dust behind Kabuto shows that he was stopping right in his tracks and made no efforts to dodge at all. Sasuke was aiming the flames in front of Kabuto's feet, in order to stop him and use them as a source to create the defensive wall.

Apart from that, however, I definitely agree. Sasuke's chances for victory are pretty low, here.
