I start by sending my raiton chakra towards the sky and then collecting the lightning from the sky, I send all of it down towards me at high speed. The lightning reaches my body and as I am the one taming the lightning, then it surrounds my body in such a manner which prevents it from hurting me. I then raise my hand, aiming at my opponent and releases the lightning from all of my body in a strong, vibrating and focused manner.
This could be used as a way of getting the opponent away from you since you start by surrounding yourself with lightning. Then as a ranged attack it is good to use it for countering doton technique which are thrown at you or even a wall the opponent has made.
Not sure if it would take time to tame lightning and also you are in trouble if you receive water on your body since you're surrounded by lightning at the first part of the jutsu.
I focus my suiton chakra to my feet and sends it under the ground towards my opponent, forming my suiton chakra to a puddle of water underneath him. I then form some raiton chakra inside of me and focus it at my right hand with which I channel some bolts of lightning at the puddle of water. When both water and lightning gets in contact, the opponent standing on the water gets electrified.
It is a good trapping technique which could be used at multiple opponents. I think it's generally used to limit the opponent's movements, preventing him from having many options other than using a jutsu to get away from the puddle of water.
I dunno if the user is in contact with the water, but he/she better get away from it if they are and the opponent can also use water himself in order to make you touch the water which will lead you to get electrified aswell.
