I think that love in One Piece is a bit complicated so I'll go with two different scenarios.
Relationships between Crew Members
If there are relationships between crew members, I wouldn't want it to be a highly active thing at all. Instead I would like subtle hints or actions that refer to it. Maybee only at the end have a moment that shows a very clear sign of love (say two people looking at each other intently during a bad situation, or something).
As far as crew relationships...I only really see Robin and Zoro, and Nami and Sanji....despite an awkward age difference .
Relationships outside of the crew
I think this would be the best way to go for any idea of relationships in OP. This way we could have a possible love moment except it won't constantly follow the story. It would be akin to the idea of William Turner as the captain of the Flying Dutchman in At World's End. Would also be a good way to build up character relationships. If a crew member were to be caught up st night sad or something it could deffinatly lead to a moment of actual character bonding.
The outside crew relationships I see are only really Robin and Law....I also have her with a personal Day Dream Character, but he doesn't exist . I could also see Luffy with that blond girl from Amazon Lilly (forget her name).
And LOL WHY HASN'T NOW HANCOCK DONE THAT....IT'S PERFECT!
So to conclude...I think romance could be implamented into the story. If we had Straw Hat relationships, they have to be only subtle things that aren't directly shown. If we had outside character relationships, they would be best as they'd have a moment, but would separate as their dreams take them different ways.
