They were giving roles in the Police force so that they could feel part of the village and so Tobirama could keep an eye on them because he didn't trust them.
Their children were allowed to attend the schools and academies like everyone else, but where do they end up going once they finish? Back to the UD with their own clan and kind.
It's segregation and Tobirama wasn't really thinking of the long term when he thought of that imo. Maybe he was hoping that future Hokages would find a way for them to be integrated overtime but that would have been extremely difficult for them to do, having to explain to them why they are now allowed other jobs and that they don't have to live by themselves.
The 9 tails attack just pushed it over the edge. With talk about the Uchiha's finally understanding their true position in the village and talk that they are going to rebel, it made them easy targets. The Hokage's hands were literally tied.
He is way more realistic than Hashirama and Naruto's ignorant 'child-like' views, but he did make crucial mistakes that can not be ignored.
