You have to understand the consept of chakra:

Now, as the chakra has the properties of the "natural aura" of the same element, the element will follow. But, as it is initially your chakra, infused to that of the element, you still maintain control over it.
Finally, a very important consent, is that your chakra cannot magically appear on your opponent, it has to travel there... For example, if someone uses swamp of the underworld, the chakra will travel (through the earth) from the feet of the user, till under the target. As chakra is invisible, for most bios this is a neglectable factor, but for a Dojutsu user or any other chakra sensor, this could determinate the outcome of the battle. For example, a byakugan user would perceive the earth chakra coming towards him, and be able to prepare a counter much sooner than someone who cannot see chakra...
